Brazil: Bolsonaro accused of crimes against humanity

The Articulation of Indigenous People of Brazil (APIB) filed a statement before the International Criminal Court (ICC) requesting an investigation into genocide and crimes against humanity committed by President Jair Bolsonaro. The complaint centers on “systematic anti-indigenous” policies enacted by Bolsonaro since his term began in January 2019, and deepened during the COVID-19 pandemic. APIB claims that Bolsonaro’s government has dismantled protections for indigenous communities and their territories, resulting in increased invasion of indigenous lands and consequential deforestation, fires, and illegal mining. The complaint further charges that Bolsonaro has directly encouraged attacks against indigenous peoples, and that his actions amount to the crimes of genocide and ecocide. UN climate report: ‘Code Red for Humanity’

Climate change is “unequivocal” and rapidly intensifying, and some of the changes already in motion—such as continued sea level rise—are irreversible over hundreds to thousands of years, finds the latest report from the Intergovernmental Panel on Climate Change (IPCC). The report concludes that human influence has warmed the planet at a rate that is unprecedented in at least the last 2,000 years. Human-induced climate change is already affecting many weather and climate extremes in every region across the globe—including heatwaves, droughts, and tropical cyclones. China: rapid expansion of nuclear missile silo fields

Satellite images reveal that China is building two new nuclear missile silo fields. The Federation of American Scientists reports that the People’s Liberation Army Rocket Force (PLARF) appears to be constructing new missile silos near Yumen, Gansu province, and at another site some 380 kilometers to the northwest, near Hami in Xinjiang. The construction at Yumen and Hami constitutes the most significant expansion ever of China’s inter-continental ballistic missile silos. China has for decades operated about 20 silos for its DF-5 ICBMs. With 120 silos under construction at Yumen, another 110 silos at Hami, a dozen silos at Jilantai, Inner Mongolia, and possibly more silos being added in existing DF-5 deployment areas, the PLARF appears to have approximately 250 silos under construction—more than ten times the number of ICBM silos currently in operation in China. Greenland suspends oil exploration, citing climate crisis

The government of Greenland announced that it will suspend all oil exploration, saying the territory “wants to take co-responsibility for combating the global climate crisis… The future does not lie in oil. The future belongs to renewable energy, and in that respect we have much more to gain.” The US Geological Survey estimates there could be 17.5 billion undiscovered barrels below the territory’s lands and waters. Many had hoped potential reserves could allow Greenland to acheive independence, compensating for the annual subsidy of 3.4 billion kroner ($540 million) the territory receives from Denmark. UN: end systemic racism in law enforcement

UN High Commissioner for Human Rights Michelle Bachelet urged states to dismantle systematic racism against African and African-descendent peoples, in a report focusing on law enforcement around the world. The report features an analysis of 190 deaths at the hands of law enforcement, including George Floyd and Breonna Taylor in the United States, as well as cases in the United Kingdom, France, Brazil and Colombia. “The status quo is untenable,” Bachelet said. “Systemic racism needs a systemic response… We need a transformative approach that tackles the interconnected areas that drive racism, and lead to repeated, wholly avoidable, tragedies like the death of George Floyd.” (Photo: The Village Sun)

Canada law recognizing UNDRIP gets royal assent

A bill by the Canadian Parliament recognizing the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) and establishing a framework for its implementation received Royal Assent. The legislation requires the government of Canada to take measures for bringing the country’s laws into alignment with the UNDRIP as well as preparing an action plan for achieving its objectives. But some advocates for Indigenous peoples’ rights are concerned that the new law may “Canadianize” the UNDRIP, since it is to be construed as upholding the rights of First Nations under Section 35 of the Constitution Act, 1982—which has been subject to long-drawn legal battles over its interpretation. Legal experts present definition of ecocide to ICC

After six months of deliberation, a panel of 12 independent legal experts from across the globe unveiled a working definition of “ecocide” that they hope will be adopted by the International Criminal Court (ICC). The panel was organized by the Stop Ecocide Foundation, an NGO whose stated focus is facilitating the adoption of ecocide by the ICC in order to “protect future life on Earth.” The panel recommends adding section “(e) the crime of Ecocide” to Article 5(1) of the Rome Statute, with the following definition: “unlawful or wanton acts committed with knowledge that there is a substantial likelihood of severe and either widespread or long-term damage to the environment.” (Photo: Stefan Müller via Wikimedia Commons)

Keystone XL pipeline cancelled —struggle continues

Calgary-based TC Energy Corporation (formerly TransCanada) confirmed that it has terminated the Keystone XL Pipeline Project. Construction on the project was suspended following the revocation of its presidential permit in January. The pipeline, which was to transport tar sands oil from western Canada, has been a critical concern in the fight against climate change. It has been especially opposed by Native American peoples whose lands lie along the project’s path. Dallas Goldtooth of the Indigenous Environmental Network reacted to the announcement on Twitter: “We took on a multi-billion dollar corporation and we won!!” However, Canadian oil exports to the US are still expected to rise to over 4 billion barrels per day in the next years—a fourfold increase over levels in 2004, when Canada surpassed Saudi Arabia as the top US foreign supplier. Biden: cut US carbon emissions in half by 2030

President Joe Biden announced at the Leaders Summit on Climate that the US will aim to reduce carbon emissions by 50 to 52 percent by 2030. Climate experts have urged world leaders to cut carbon emissions in order to limit the warming of the planet to 1.5 degrees Celsius. The Paris Agreement sets a 2 C rise within the current century as a maximum, but urges countries to work toward a 1.5 C rise.
