France: mass protests over new security law

Police and demonstrators clashed in Paris as some 45,000 filled the streets to protest a new security law, with large mobilizations also seen in Bordeaux, Lille, Montpellier and Nantes. The new law would severely restrict publishing of the images of police officers. The issue was given greater urgency by video footage of Paris police savagely beating local Black music producer Michel Zecler days earlier. Franco-Russian game in Central African Republic?

French and Russian military networks are backing rival forces to influence upcoming elections in Central African Republic according to a new report by The Sentry, a Washington-based NGO co-founded by Hollywood actor George Clooney. France used to call the shots in CAR, its former colony, but President Faustin-Archange TouadĂ©ra has allied himself to Russia and availed himself of the Wagner Group, a shadowy mercenary organization linked to Vladimir Putin. The Sentry claims France now supports a rebel coalition that opposes TouadĂ©ra—who is standing for a second term in December—though the French foreign ministry denies the accusation. All of this spells bad news for ordinary Central Africans, who have suffered under rebel groups for years. New Caledonia: one more shot for independence

The results are in for the independence referendum in New Caledonia and, as in 2018, the majority has voted against seceding from France. However, the proportion of “yes” to “no” votes changed. Support for independence rose from 43% in 2018 to 47% this time, indicating that more residents than ever before want independence. And the archipelago could still win independence in the coming years. The 1998 NoumĂ©a Accord that paved the way for this referendum allows for one more independence vote, in 2022, for a total of three. One-third of the region’s legislature must vote in favor of holding the final referendum—and that body already has a pro-independence majority. On the other hand, anti-independence politicians have called for a change of script now that secession has failed twice. One argument says the final referendum should instead give residents the option of going the other direction: further integration with France. International youth file climate change lawsuits

Six Portuguese young people have filed a legal complaint at the European Court of Human Rights (ECHR) in Strasbourg, France, accusing 33 countries of violating their right to a secure future by failing to take action to mitigate the climate crisis. The youths aged 12 through 21, represented by the Global Legal Action Network (GLAN), are targetting countries whose policies on carbon emission reduction they say are too weak to meet the 1.5 degrees Celsius goal of the Paris Agreement, citing the country ratings of the Climate Action Tracker. Named in the suit are the 27 European Union member states, as well as the United Kingdom, Switzerland, Norway, Russia, Turkey and Ukraine. A similar legal action has been launched by a group of youth in Australia, seeking an injunction to stop approval of a license extension at Whitehaven Coal‘s Vickery mine in New South Wales, arguing that it would threaten the futures of young people all over the world by exacerbating climate change. (Photo: GLAN)

Mali: now a three-way war —or four?

Jihadist militants continue to wage a low-level insurgency in Mali, targetting government troops and their French allies. Last week, the Group for Support of Islam & Muslims (JNIM) claimed responsibility for a suicide attack on French forces. But internecine fighting between jihadist factions also takes an increasing toll. Since an apparent truce broke down this year, there have been repeated clashes between JINM, an al-Qaeda affiliate, and the self-declared Islamic State in the Greater Sahara. Amid all this, the National Movement for the Liberation of Azawad (MNLA), seeking self-rule for the Tuareg people in the desert north, maintains a precarious independence from both the jihadist and government forces. In a statement, the MNLA accused the government of fomenting conflict in the region as a strategy to avoid ceding autonomy to the Tuaregs, as mandated by a 2015 peace accord. CAR: accused war criminal runs for president

Amid rising tensions and insecurity in the Central African Republic, deposed former president François BozizĂ© has announced his candidacy for the upcoming presidential elections, scheduled for December. BozizĂ© is currently under UN sanctions and subject to an arrest warrant issued by the government for “crimes against humanity and incitement to genocide.” He is accused of having backed a brutal rebel movement after his ouster in 2013, fueling a civil war that has left millions displaced. However, authorities show little sign of moving to execute the warrant, and BozizĂ© has been openly working for a political comeback since returning to the country last year. Global mayors envision car-free ‘new normal’

The Global Mayors COVID-19 Recovery Task Force, representing cities on every continent, announced a proposal for a post-pandemic “new normal” that will de-emphasize cars and carve out more room on the streets for bicyclists. The C40 Mayors Agenda for a Green and Just Recovery seeks to create conditions that will proactively prepare cities for future pandemics, while addressing systemic injustices and keeping global warming below the 1.5°C goal of the Paris Agreement. The Agenda calls for substantial investments in affordable housing and public transportation, the permanent banning of cars from many thoroughfares, an end to public investment in and subsidies for fossil fuels, and an embrace of the “15-Minute City” paradigm now being pioneered by Paris. Sahel security forces accused of war crimes

Soldiers rampaging through villages in Mali, Niger and Burkina Faso have unlawfully killed or forcibly disappeared at least 199 people between February and April 2020, Amnesty International said in a new briefing. Some of the killings amount to extrajudicial executions and among the victims are internally displaced persons. Sahel insurgency reaches Ivory Coast borderlands

In another sign of the Islamist insurgency in the Sahel reaching West Africa’s littoral states, the armed forces of Ivory Coast announced the completion of a joint operation with the military of neighboring inland Burkina Faso, to clear out a Qaedist camp that had been established on the border between the two countries. Some 1,000 Ivorian soldiers took part in the operation, in which eight militants were reported killed and 38 others detained—24 in Burkina Faso and 14 in Ivory Coast. More are thought to have escaped on motorbikes through the bush. The militants are said to be followers of the Group for the Support of Islam and Muslims (JNIM), al-Qaeda’s West African franchise. Sahel security forces accused of extrajudicial killings

Security forces in Mali, Niger, and Burkina Faso are accused in a rising toll of extrajudicial killings commited in the context of their battle against jihadist groups in the Sahelian region. In Mali, soldiers conducted 101 executions, 32 forced disappearances, and 32 cases of torture in the first three months of the year, the UN Mission in the country reported—a significant increase over the last quarter of 2019. Niger counterinsurgency sparks displacement crisis

The French-backed military campaign against Islamist militants in Niger is claiming victories against the insurgency that has mounted in the country since 2015. Niger’s defense ministry claims that over the past month, “120 terrorists have been neutralized,” a presumed euphemism for killed. The operation has centered on the TillabĂ©ri region near the borders with Mali and Burkina Faso, where a state of emergency has been in place for two years. The claimed progress comes amid a massive displacement crisis, however. According to UNICEF, nearly 78,000 people have been displaced in TillabĂ©ri and adjoining regions. Nearly 3 million people in Niger, more than half children, are said to be in need of humanitarian assistance, amid risks posed by insecurity, malnutrition, recurrent disease epidemics and outbreaks, cyclical floods, droughts and displacement. Protest Turkish bombardment of Yazidi territory

The Turkish air force again carried out raids targeting the Sinjar Resistance Units (YBS), a Yazidi militia, in the autonomous Sinjar area of Iraq’s Ninevah province. Reports said at least four people were killed, including militia commander Zardasht Shingali. The YBS, aligned with the Kurdistan Workers Party (PKK), played a key role in liberating the Sinjar area from ISIS after the Islamic State’s genocide against the Yazidis in 2014. After the new air-strikes, the Kurdish Freedom Movement umbrella group called for protests against the Turkish aggression in cities across Europe.
