Hong Kong pro-democracy radio station closed down

Hong Kong’s pro-democracy Citizen Radio aired its final broadcast, with the founder citing the “dangerous” political environment. Tsang Kin-shing, a veteran political activist, wrote in the station’s closing Facebook post of mounting difficulties. Under the National Security Law imposed by the Chinese government in 2020, the station’s bank account was “frozen,” and consequently it could only afford rent for the studio through August. “We could do nothing but to stop the broadcasting,” said Tsang. In a press conference at the studio, Tsang also told reporters of the growing obstacles to journalistic work: “If we invite guests, they may not be able to speak freely, because there are so many red lines.” (Image: Citizen Radio)

Alphabet at issue in Great Game for Central Asia

Russia restricted imports from Kyrgyzstan—apparently in retaliation after the Kyrgyz National Commission on State Language announced a transition from Cyrillic to a Latin-based alphabet. The move to switch the script also appears not to have the support of Kyrgyz President Sadyr Japarov, who is said to have met with language commision chair Kanybek Osmonaliev to “harshly criticize” him for the announcement. While Japarov is perceived as tilting to Moscow, there are evidently divisions within his government. Moldova drops ‘Moldovan’ language; Russia irked

The parliament of Moldova voted to remove references to the “Moldovan” language from the country’s constitution and enshrine Romanian as the official language for all legislation. Lawmakers asserted that “Moldovan” is actually indistinguishable from Romanian, and that the notion that it is a separate language is a product of Soviet propaganda. The vote was applauded by Romania, whose foreign minister Bogdan Aurescu stated that the Moldovan language is an “artificial construct.” But pro-Russian Moldovan lawmakers assailed the move—as did the Russian Foreign Ministry, which issued a statement snarkily suggesting that Aurescu is an “artificial construct.” Moscow claimed that Moldovan is a distinct and older form of Romanian, which is now “officially preserved only in Transnistria,” the breakaway region of Moldova hosting Russian troops. Russia imposes sanctions on Baltic citizens

The Russian Foreign Ministry has issued sanctions against 144 citizens of Lithuania, Latvia and Estonia. Moscow accused the individuals of hostile acts against the Russian state. The alleged acts include lobbying for sanctions, interference with Russia’s internal affairs, and inciting “Russophobic” sentiments. In Episode 154 of the CounterVortex podcast, Bill Weinberg conducts an in-depth interview with Gina Anne Tam, author of Dialect and Nationalism in China, 1860–1960 (Cambridge University Press) on how Mandarin (Putonghua) became the official language of China, and what has been the role in China’s national identity of the regional “dialects,” or fangyan. In a dilemma that has vexed China’s bureaucracy for 2,000 years, the persistence of fangyan raises questions about conventional notions of nationalism and state formation. What can the tenacious survival of Shanghaihua (Wu), Fujianese (Min), Cantonese (Yue), Toisan and Hakka tell us about the emergence of an “alternative Chinese-ness” in the 21st century? Germany recognizes Holodomor as genocide

The German Bundestag voted to formally recognize the Holodomor, a politically induced famine that decimated Ukraine in 1932-3, as a genocide. The declaration found that Soviet authorities demanded inflated quantities of grain from Ukrainian farmers and punished those who fell short with additional demands. Affected regions were cut off from the rest of the Soviet Union so that Ukrainians could not receive aid. As a result, approximately 3.5 million Ukrainians starved to death. The Bundestag characterized the Holodomor as a project of Joseph Stalin to suppress the Ukrainian “way of life, language and culture,” and one of the most “unimaginable crimes against humanity” in Europe’s history. The motion also recognized Germany’s own history of genocide and the Bundestag’s “special responsibility” to acknowledge and condemn crimes against humanity. Uyghur Tribunal accuses China of genocide

The Uyghur Tribunal, a “people’s tribunal” established in the UK, appended a December 2021 judgment, incorporating nearly 300 additional pages of historical background, legal definitions and evidence. The initial judgment found that hundreds of thousands of Uyghur Muslims have been detained in China’s western Xinjiang region, and many been subject to torture. The appended judgment accuses Chinese authorities of genocide. It acknowledges that, in contrast to treatment of Jews during the Holocaust, the detained Uyghurs are allowed to eventually return to society in most cases. However, it notes that, coinciding with mass detention, mosques have been destroyed and religious activity suppressed. Those who use the Uyghur language in public are punished, and child separation from families is common. The appended judgment concludes that taken together, these practices constitute genocide. Taiwan expands rights for indigenous peoples

Taiwan’s President Tsai Ing-wen, speaking at an Indigenous Rights Forum in Taipei held to mark Indigenous Peoples’ Day, pledged new measures to protect and promote the languages, cultures and territorial rights of the island nation’s Aboriginal communities. Tsai noted that the new Indigenous Peoples Basic Act seeks to bring Taiwanese law and policy into conformity with the UN Declaration on the Rights of Indigenous Peoples (UNDRIP), and calls for re-assigning the country’s place names to reflect Aboriginal languages. Her office has established a Transitional Justice Committee to oversee implementation of the law in collaboration with Aboriginal communities. Argentina: state liable for 1924 massacre

A federal judge in Argentina’s Chaco province ruled that the national state bears responsibility for the 1924 massacre of some 500 indigenous laborers in the region, and ordered that reparation measures be instated. On July 19, 1924, national police and vigilantes linked to the area’s landowners fired on a large group of indigenous protesters, who were marching over harsh conditions on the cotton plantations where they had been reduced to forced labor. The case was brought by Argentina’s Secretariat of Human Rights and the local Chaqueño Aboriginal Institute. The verdict was read in the indigenous languages Qom and Moqoit as well as Spanish. Podcast: whither Khazaria?

In Episode 123 of the CounterVortex podcast, Bill Weinberg discusses the history of Khazaria, the medieval Turko-Jewish empire in what is now southern Russia and eastern Ukraine. While the fate of the mysterious Khazars has won much attention from scholars—and controversy—because of what it may reveal about the origin of the Jews of Eastern Europe, this question also touches on the origins of the Ukrainian people and state. Whatever the validity of the “Khazar Thesis” about the ethnogenesis of the Ashkenazim, it is the Ukrainian Jews—such as President Volodymyr Zelensky—who are the most likely to trace a lineage of the Khazars. In 2021, Zelenksy and the Ukrainian parliament passed a law recognizing the cultural and autonomous rights of three indigenous peoples of the Russian-annexed Crimean Peninsula: the Muslim Tatars and the Jewish Krymchaks and Karaites. Of any Jews on Earth, it is these last two groups that have the best claim to the Khazar inheritance—and are now a part of the struggle for a free and multicultural Ukraine, in repudiation of the Russian neo-imperialist project. Chile: Boric faces Mapuche challenge

Gabriel Boric, a young leftist lawmaker and former student protest leader from Punta Arenas, is celebrating his victory in Chile’s presidential run-off election. He was the candidate of a new coalition that came together to press for progressive reforms under Chile’s new constitution. The constitutional redrafting process was set in motion by incumbent President Sebastian Piñera in response to a wave of popular protest two years ago. But Boric will face an immediate challenge from the mounting armed resistance movement of the Mapuche indigenous people in Chile’s south. Following his victory, the group Lavkenche Mapuche Resistance issued a statement claiming responsibility for arson attacks on trucks and equipment of timber and mining operations on traditional indigenous lands. Podcast: Ilshat Kokbore on the Uyghur struggle

In Episode 96 of the CounterVortex podcast, Bill Weinberg interviews Ilshat Kokbore, former president of the Uyghur American Association and current director for China affairs with the World Uyghur Congress. Kokbore relates the story of his exile from his homeland in East Turkistan, known to its current Chinese rulers as Xinjiang, for petitioning against the purge of the Uyghur language from the educational system in 2003. Since then, of course, the situation has escalated to mass detention and even, in the opinion of many international legal experts, genocide.
