Sahel insurgency reaches Ivory Coast borderlands

In another sign of the Islamist insurgency in the Sahel reaching West Africa’s littoral states, the armed forces of Ivory Coast announced the completion of a joint operation with the military of neighboring inland Burkina Faso, to clear out a Qaedist camp that had been established on the border between the two countries. Some 1,000 Ivorian soldiers took part in the operation, in which eight militants were reported killed and 38 others detained—24 in Burkina Faso and 14 in Ivory Coast. More are thought to have escaped on motorbikes through the bush. The militants are said to be followers of the Group for the Support of Islam and Muslims (JNIM), al-Qaeda’s West African franchise. SCOTUS: Sudan liable for terrorism damages

The US Supreme Court ruled in Opati v. Republic of Sudan that the Foreign Sovereign Immunities Act permits a punitive damages award against Sudan for the role it played in the 1998 bombings at the US embassies in Kenya and Tanzania. Plaintiffs in the case argued that Sudan had harbored al-Qaeda leaders who plotted the attacks, including Osama bin Laden. Officials in Khartoum have been seeking a settlement with the victims outside the court. Sudan is in a precarious economic situation following the ouster of long-ruling strongman Omer Hassan al-Bashir, now exacerbated by the COVID-19 pandemic. The Trump administration made it clear that Sudan must settle all terrorism-related claims to get off the US list of “state sponsors of terrorism”—a precondition for Washington’s support for debt relief for the African country. Sahel security forces accused of extrajudicial killings

Security forces in Mali, Niger, and Burkina Faso are accused in a rising toll of extrajudicial killings commited in the context of their battle against jihadist groups in the Sahelian region. In Mali, soldiers conducted 101 executions, 32 forced disappearances, and 32 cases of torture in the first three months of the year, the UN Mission in the country reported—a significant increase over the last quarter of 2019. Worker uprising at Chinese FTZ in Nigeria

Aggrieved workers at a Chinese company in the Ogun-Guangdong Free Trade Zone, in Nigeria’s Ogun State, staged an uprising after they were locked within the complex, ostensibly under emergency measures to contain COVID-19. Several vehicles and a sentry box were set ablaze. The incident comes amid tensions between Nigeria and China over reports of Nigerian nationals in Guangzhou facing discrimination and harassment, apparently because of unfounded rumors that they are carrying the coronavirus. Virunga rangers killed in guerilla ambush

Twelve rangers were among 17 people killed in an attack by gunmen within Virunga National Park, the critical highland gorilla preserve on the eastern border of the Democratic Republic of Congo. Park administrators said rangers came under “a ferociously violent and sustained ambush” as they were coming to the aid of a civilian vehicle being waylaid by armed men outside a village. The gunmen are believed to belong to the Democratic Forces for the Liberation of Rwanda (FDLR), one of several armed factions that have for years been using the park as a staging ground, and are linked to poaching and illegal logging operations. Thousands flee clashes in South Sudan

Thousands are fleeing ongoing inter-communal clashes in South Sudan’s Jonglei State and the newly created Greater Pibor Administrative Area—the latest challenge to efforts to cement peace following last month’s formation of a unity government. The UN peacekeeping mission reports that some 5,000 civilians have been displaced amid fighting between Lou Nuer and Murle ethnic militias. Pibor, in the east of the country, is one of two new oil-rich “administrative areas” created by President Salva Kiir as part of the compromise deal with the rebel opposition that cleared the way for the power-sharing government. Somalia clashes escalate regional tensions

Somali troops clashed with forces from the country’s semi-autonomous Jubaland region in a flare-up of violence that is raising tensions with neighboring countries and may play into the hands of the militant group al-Shabab. Tensions have been rising since August, when Jubaland’s incumbent president, Ahmed Madobe, won regional elections that Mogadishu described as “not free and fair.” The central government wanted a loyalist candidate to win, as it seeks greater control over Somalia’s regions ahead of upcoming national elections. Kenya, which has troops deployed as part of an African Union peace enforcement operation, is on the side of Madobe, who it sees as an ally against al-Shabab, while Ethiopia has aligned with Mogadishu. Kenya accused Somali troops of encroaching on its territory and destroying property during the new violence, while the US said that the clashes are a distraction in efforts against al-Shabab. Will third peace accord hold in South Sudan?

South Sudan’s rival leaders have finally agreed to form a transitional government of national unity, officially putting an end to more than six years of war that has left millions displaced and an estimated 400,000 dead. The breakthrough came as President Salva Kiir met rebel leader Riek Machar in the capital Juba, and agreed to appoint Machar as his deputy in a new three-year coalition government—part of a power-sharing deal brokered two years ago and twice delayed. Critical to the breakthrough is Kiir’s offer to return South Sudan to 10 states—after unilaterally increasing them to 32. This is a major demand of the opposition, who charge that Kiir’s redrawing of boundaries is designed to gerrymander Dinka majorities in resource-rich areas, especially those with oil. Niger counterinsurgency sparks displacement crisis

The French-backed military campaign against Islamist militants in Niger is claiming victories against the insurgency that has mounted in the country since 2015. Niger’s defense ministry claims that over the past month, “120 terrorists have been neutralized,” a presumed euphemism for killed. The operation has centered on the TillabĂ©ri region near the borders with Mali and Burkina Faso, where a state of emergency has been in place for two years. The claimed progress comes amid a massive displacement crisis, however. According to UNICEF, nearly 78,000 people have been displaced in TillabĂ©ri and adjoining regions. Nearly 3 million people in Niger, more than half children, are said to be in need of humanitarian assistance, amid risks posed by insecurity, malnutrition, recurrent disease epidemics and outbreaks, cyclical floods, droughts and displacement. Massacre in Cameroon’s conflicted western region

At least 22 people were killed in an attack in Cameroon’s Northwest region, UN officials report—the latest incident in a wave of violence to shake the country’s restive English-speaking regions. The attack in Ntumbo village left 14 children dead—including nine under the age of five—according to the officials. Opposition groups said the army was responsible, but the military blamed the explosion of fuel containers during a gunfight with separatists. Some 8,000 people have fled anglophone areas in recent weeks for Nigeria, following rising violence involving the army and separatist groups, who called for a boycott of parliamentary and municipal elections earlier this month. Vigilantism fears in Nigeria’s conflicted north

Traditional rulers in Nigeria’s strife-torn north are warning that vigilante militias now forming to fight Boko Haram are a sign of a generalized social breakdown in the region. The Sultan of Sokoto, Alhaji Sa’ad Abubakar, told a public meeting in Kaduna that the new paramilitaries could themselves metamorphose into terror groups. “Governors must see that they do more to address insecurity, just imagine that there are over 50,000 orphans. They will be worse than Boko Haram if allowed to grow without proper care,” he said. Abubakar is chair of the Northern Traditional Rulers Council, but a youth-led Coalition of Northern Groups has emerged outside control of the traditional rulers, and launched a paramilitary network called Shege Ka Fasa to defend against the Islamist militias.
