CAR: accused war criminal runs for president

Amid rising tensions and insecurity in the Central African Republic, deposed former president François BozizĂ© has announced his candidacy for the upcoming presidential elections, scheduled for December. BozizĂ© is currently under UN sanctions and subject to an arrest warrant issued by the government for “crimes against humanity and incitement to genocide.” He is accused of having backed a brutal rebel movement after his ouster in 2013, fueling a civil war that has left millions displaced. However, authorities show little sign of moving to execute the warrant, and BozizĂ© has been openly working for a political comeback since returning to the country last year. Troops to Darfur as war re-escalates

The Sudanese government is sending more forces to the restive Darfur region, following a new escalation in violence there. Prime Minister Abdalla Hamdok said the troops are to protect people during the farming season. Dozens have been killed and several villages destroyed in Darfur over the past weeks, even as the UN Security Council discusses an “exit strategy” for the peacekeeping force. Ironically, efforts to instate the peace implementation process in Darfur may have contributed to the new surge in violence. With government encouragement, those displaced by the conflict finally started returning home in time for this year’s planting season. Sudan reforms harsh Islamist legal code

After more than 30 years of Islamist rule, Sudan’s interim Sovereignty Council has unveiled a sweeping reform of the sharia-based legal code. The revisions aim to bring Sudan’s laws in line with the Constitutional Declaration that established the country’s transitional government a year ago, and included guarantees for basic rights and freedoms. Most significantly, the amendments abolish the crime of “apostasy”—meaning conversion from Islam, which had carried the death penalty and was widely used to target political opposition. ISIS franchise claims attack on Nigerian military

The self-proclaimed Islamic State West Africa Province (ISWAP) issued a statement claiming its fighters killed 40 Nigerian soldiers in an ambush along the Damboa-Maiduguri highway in northern Borno state. The statement said ISWAP fighters captured five all-terrain vehicles, weapons and ammunition, and burned an armored vehicle during the attack. The Nigerian military confirmed the attack but said only two soldiers were killed. Boko Haram has now split into two factions. One, under longtime leader Abubakar Shekau, is notorious for suicide bombings and indiscriminate killings of civilians. Shekau pledged allegiance to ISIS leader Abu Bakr al-Baghdadi in 2015, but ISIS only recognizes the rival faction, which calls itself ISWAP. (Photo: Sahara Reporters)

Nigeria: Fulani conflict upends traditional rule

The ongoing conflict between settled farmers and Fulani herdsmen in northern Nigeria again exploded into violence in Bauchi state. The clash at Zadawa village left nine dead and several injured on both sides. The village is part of the Misau Local Government Area, a traditional emirate recognized by the state and national authorities. In the aftermath of the communal violence, Bauchi Gov. Bala Mohammed officially suspended the powers of the emir of Misau, Alhaji Ahmed Suleiman, finding that he had taken actions that led to the escalation. At issue were lands owned by the emirate on the periphery of the village that had long been used for grazing by Fulani herders, but which were turned over to local farmers. Ethiopia: slaying of musician sparks Oromo uprising

The military has been deployed in the Ethiopian capital amid a general uprising by the Oromo people that broke out after the assassination of a popular singer. Hachalu Hundessa, shot while driving on the outskrits of Addis Ababa, was an icon of the Oromo protest movement that has been mounting since 2015. His songs have been hailed as the “soundtrack of the Oromo revolution,” and he was named “Oromo Person of the Year” by cultural advocates in 2017. Two have been arrested in the killing, but rebellion continues to spread across Central Ethiopia. At least 80 have been killed and many detained. Oromo leader Jawar Mohammed is among those arrested. Destruction of nature linked to new pandemics

Leaders from the UN Convention on Biological Diversity, the World Health Organization and the World Wide Fund for Nature joined to issue a stark warning that pandemics such as COVID-19 are a direct result of the destruction of nature caused by human activity. In an op-ed published by The Guardian, top figures from each organization state that the destruction of forests and other habitats, coupled with trafficking in wildlife, is causing a growing number of animal diseases to migrate to human hosts. In a call to action ahead of the UN Biodiversity Summit, the three representatives cite prior examples of environmental destruction that triggered new virus outbreaks in humans. African countries call on UN to investigate racism in US

African countries are urging the UN Human Rights Council to investigate systemic racism and police violence in the United States, according to a draft resolution. Diplomats received the resolution ahead of a debate at the Human Rights Council in Geneva to be convened on the question at the request of Burkina Faso. The draft resolution calls for the establishment of an independent international commission of inquiry (COI)—a measure normally used in response to a major crisis, such as the armed conflict in Syria. The resolution states that the COI should be empowered to “establish facts and circumstances related to the systemic racism, alleged violations of international human rights law and abuses against Africans and of people of African descent in the United States.” (Photo: The Village Sun)

Sahel security forces accused of war crimes

Soldiers rampaging through villages in Mali, Niger and Burkina Faso have unlawfully killed or forcibly disappeared at least 199 people between February and April 2020, Amnesty International said in a new briefing. Some of the killings amount to extrajudicial executions and among the victims are internally displaced persons. Darfur war crimes suspect transferred to Hague

Sudanese militia leader and war crimes suspect Ali Kushayb was arrested by authorities in the Central African Republic, and turned over to the International Criminal Court (ICC). His apprehension comes more than 13 years after an arrest warrant was issued for him, detailing 22 charges of crimes against humanity and 28 war crimes charges, including murder, rape and pillage. The warrant asserts that Kushayb commanded thousands of Janjaweed militia fighters from 2003-4, personally taking part in the rape and murder of civilians in villages during the Darfur conflict. Clashes threaten Sudan democratic transition

Recent inter-communal fighting in Darfur and Kassala State threatens Sudan’s fragile democratic transition, United Nations officials warn. The government has dispatched the army and paramilitary Rapid Support Forces (RSF) to South Darfur and Kassala states, with orders to act decisively “to secure the country, lives and property.” But the UN Panel of Experts on Sudan expressed grave concern about RSF fighters collaborating with perpetrators of the violence. ‘Crimes against humanity’ seen in DRC’s Ituri

Ethnically targeted attacks in the Democratic Republic of the Congo’s resource-rich Ituri province may be reaching the point of “crimes against humanity,” United Nations officials warned. A report by the UN Joint Human Rights Office (UNJHRO) documents a dramatic escalation in hostilities between the Hema and Lendu ethnic groups. In the six months to April 2020, at least 296 people were killed, 151 wounded and 38 raped, including children, mostly by fighters linked to the Cooperative for the Development of Congo (CODECO) armed group, whose members are predominantly of the Lendu ethnicity.
