As Russia suffers more territorial losses on the ground in eastern Ukraine, figures close to the Putin regime are escalating both the frequency and blatancy of their threats to use nuclear weapons. Ramzan Kadyrov, head of Russia's region of Chechnya who has mobilized his regional forces to fight in Ukraine, stated on social media platform Telegram: "In my personal opinion, more drastic measures should be taken, right up to the…use of low-yield nuclear weapons." Kadyrov's comment came as Russian forces retreated from Lyman, a key city in Donetsk oblast—mere days after Putin had declared the entire oblast as annexed. The Office of the UN High Commissioner for Refugees (UNHCR) warned of an "imminent humanitarian crisis" in Afghanistan as mounting conflict gives rise to suffering and displacement. An estimated 270,000 have been newly displaced since January, bringing the total uprooted population to over 3.5 million. The number of civilian casualties has risen 29% during the first quarter of this year compared to 2020. The UNHCR stressed its underfunded financial appeal for Afghanistan, which now stands at 43% of the total $337 million required. At least 43 people were killed as government troops fired on protesters in Goma, capital of conflicted North Kivu province in the eastern Democratic Republic of Congo. The protest against the the UN Stabilization Mission in the DRC (MONUSCO) was organized by a religious sect, the Natural Judaic & Messianic Faith Towards the Nations, also known as Wazalendo. MONUSCO "peacekeepers" have faced repeated protests from local residents over their failure to protect civilians amid ongoing inter-factional fighting. The European Court of Human Rights found that Lithuania and Romania had violated articles of the European Convention on Human Rights by allowing secret CIA prisons to operate on their territory. Lithuania had allowed the CIA to open a "black site" on its territory, where the CIA subjected the applicant, Zayn al-Abidin Muhammad Husayn AKA Abu Zubaydah, to "ill-treatment and arbitrary detention." Lithuania must pay Husayn 130,000 euros ($150,000). The applicant in the Romania case, Abd al-Rahim Husseyn Muhammad al-Nashiri, was transported to a "black site" on that country's territory territory, and faced capital charges in the US. The court apprehended Romania for transferring al-Nashiri to the US when it was likely he would face the death penalty. Romania must pay the applicant 100,000 euros ($115,000). International Criminal Court chief prosecutor Fatou Bensouda made a formal request to investigate alleged war crimes and crimes against humanity committed by US the military in Afghanistan. The investigation would also examine crimes at secret CIA detention facilities in Poland, Romania and Lithuania. The request cites articles of the Rome Statute concerning murder, torture and unlawful imprisonment. It marks the first time ICC prosecutors have targeted the United States.
