Foreign troops deploy in Mozambique

Mozambique’s President Filipe Nyusi is usually wary of foreign military intervention. But the grim situation in Cabo Delgado seems to have forced his hand. Rwanda is deploying a 1,000-strong force to the insurgency-hit northern province. And troops from the Southern African Development Community regional bloc are also set to arrive. Reports suggest the Rwandans will set up around the Afungi peninsula, where a multi-billion dollar gas project is located. Their battlefield enemy—known locally as al-Shabab—is formidable and entrenched, as Mozambique’s army and its mercenary allies know well. Lost in the military chatter is much mention of Cabo Delgado’s worsening humanitarian crisis: More than 700,000 people have been uprooted, and close to a million are now facing severe hunger. (Map via Moscow Times)

US, Portugal send special forces to Mozambique

A week after the US State Department added the Islamist insurgents in northern Mozambique to its list of “foreign terrorist organizations,” the Pentagon is now preparing to send a team of military advisors into the conflict zone. The US Embassy in Maputo announced that the two-month Joint Combined Exchange Training (JCET) program will see US Special Forces troops instructing Mozambican marines. This follows an announcement by Portugal, the former colonial power in Mozambique, that it is dispatching an elite military unit to help fight the insurgents, known locally as the Shabaab. Mozambique disaster: climate ‘wake-up call’

More than 270,000 people have been affected by heavy winds and torrential rain since Tropical Cyclone Eloise made landfall in Mozambique. Schools and health centers were flattened and more than 20,000 people were displaced in the region, which is still recovering from the devastation caused by Cyclone Idai almost two years ago. Despite considerable investments in reconstruction and disaster prevention since Idai—one of southern Africa’s worst ever weather-related disasters—Mozambique remains among the world’s most vulnerable countries to the effects of climate change. Addressing the aftermath of Eloise, the UN’s resident coordinator in Mozambique, Myrta Kaulard, told reporters: “This is really a very bad wake-up call of how much Mozambique is exposed to climate. Mozambique conflict draws in neighboring countries

Jihadist insurgents variously calling themselves “al-Shabaab” or the “Islamic State Central Africa Province” are fast escalating brutal attacks in Mozambique’s oil-rich Cabo Delgado province, in the north of the country. In twin attacks last week, more than 50 residents were beheaded in Muatide village, where militants turned a football field into an “execution ground,” and several more were beheaded and houses put to the torch in Nanjaba village. Last month, hundreds of insurgents crossed the Ruvuma River into Tanzania, and attacked the border village of Kitaya, beheading 20 residents. Landlocked Zimbabwe, which depends on unimpeded passage through Mozambique for access to the sea, has broached military intervention, and is seeking approval for joint action from the Southern African Development Community (SADC). (Photo via ISS Africa)

ISIS behind Mozambique insurgency?

The UN refugee agency is boosting its response in Mozambique’s northern Cabo Delgado province, where a recent escalation of violence has forced thousands to flee for their lives. At least 100,000 people are now displaced throughout the province. There has been a dramatic increase of brutal attacks by armed groups, with recent weeks being the most volatile period since the outbreak began in October 2017. Bands of gunmen have been targeting local villages and terrorizing the populace. Those fleeing report random killings, maiming and torture, torched homes and shops, and crops burned in the fields. There have been reports of beheadings, kidnappings and disappearances of women and children. Several of the attacks have been claimed in the name of the Islamic State. (Photo: UNHCR)

Africa mining confab urged to address human rights

Amnesty International urged participants in an international mining conference in South Africa to address human rights violations. The African Mining Indaba conference is set to run this week, but civil organizations are holding their own counter-conference to bring attention to claims of rights violations in the industry. Amnesty said in a statement: “From child labour in the Democratic Republic of Congo to squalid living conditions for workers at South Africa’s Marikana mine, the mining industry is tainted with human rights abuses. Mining firms have often caused or contributed to human rights abuses in pursuit of profit while governments have been too weak in regulating them effectively.” (Photo via Africa Up Close)

Madrid climate talks a total bust

Nearly half a million demonstrators gathered in Madrid as the UN Climate Change Conference (COP25) opened more than two weeks ago, with young Swedish activist Greta Thunberg the star of the show at a mass rally. But despite being the longest climate summit yet, the affair ultimately amounted to little. Nearly 27,000 delegates came together with the supposed aim of finalizing the “rulebook” of the Paris Agreement, which is to officially take effect in 2020—settling mechanisms for international cooperation under Article 6 of the deal. But, unable to agree on terms, delegates finally invoked “Rule 16” of the climate process—allowing them to put off the critical decisions for another year. This means there will have been no progress when COP26 is convened in Glasgow in November 2020. Climate catastrophe in suffering Mozambique

A humanitarian catastrophe is unfolding in Mozambique, Zimbabwe and Malawi, as the full scale of devastation from Cyclone Idai becomes clear. The World Meteorological Organization says Idai could become the worst tropical cyclone on record in the Southern Hemisphere. Mozambique's President Filipe Nyusi fears that 1,000 people may have lost their lives in his country alone. The UN World Food Program warns of "a major humanitarian emergency that is getting bigger by the hour." And, as after similar "mega-storms" of recent years, the link to global climate destabilization is evident. "Cyclone Idai is a clear demonstration of the exposure and vulnerability of many low-lying cities and towns to sea-level rise as the impact of climate change continues to influence and disrupt normal weather patterns,” said Mami Mizutori, UN Special Representative for Disaster Risk Reduction. CAR: attacks continue despite peace accord

With armed factions proliferating across the Central African Republic, a cycle of revenge attacks is continuing despite recent peace accords by the principal actors.
