Peru: ex-Senderistas transferred to house arrest

Two imprisoned leaders of the Sendero Luminoso guerilla movement were released from military prison to house arrest by authorities in Peru, sparking outrage and debate in the country's media. Osmán Morote and Margot Liendo were arrested by anti-terrorist police in Lima in 1988. They completed their 25-year terms in 2013, but remained in detention as new charges were brought against them, concerning attacks in which some 150 were killed. The transfers from the detention facility at Callao Naval Base were ordered by the National Penal Chamber of Peru. Both Morote and Liendo were required to pay a bond of 10,000 soles ($3,100), and will be guarded at their homes in the Lima area by National Police agents. They have both declared a hunger strike in protest of the police presence and house arrest order, saying they should have absolute freedom after serving their terms. Peru: victory in protests over water price hike

All economic activities were suspended for several days in Peru's southern city of Moquegua as residents launched a civil strike to protest a planned 20% hike in water prices. The strike was relaxed when the central government sent a representative to meet with local and community leaders. Finally, the government agreed to invest more money in Moquegua's infrastructure, heading off the need for the hike. Authorities warned that the region's water system is at the brink of "collapse." But protesters pointed to the profligate use of water by the mining industry in Moquegua. Under pressure of the protests, authorities ordered the Aruntani mining company to immediately cease dumping of tailings and contaminated water in local creeks at its gold mine in Moquegua. Colombia: protests over ‘catastrophic’ oil spill

A state of emergency has been declared in Barrancabermeja, the oil hub on Colombia’s Río Magdalena, following a rupture on a pipeline delivering crude to the city’s refinery. The spill at the Lizama 158 well, run by parastatal Ecopetrol, contaminated local waterways that flow into the Magdalena, and which local campesino communities depend on. The affected area includes habitat for jaguars and manatees. The Fracking-Free Colombia Alliance called it a “catastrophe of unequaled magnitude” in a long history of oil spills in the area, and said the impacts could last 30 years. Colombia rebuked over continuing rural violence

The Inter-American Commission on Human Rights issued a statement calling on the government of Colombia to "take urgent measures" to protect social leaders and human rights defenders in response to the wave of assassinations over recent months. The statement asserted that 22 rights defenders had been killed in Colombia in the first two months of the year, and over 100 more threatened with death. The assassinations come in an atmosphere of violence across much of the country's rural areas, with some 2,500 displaced in recent months. Colombia: guerilla factions to end internecine war

Colombia's two guerilla groups that remain in arms pledged to open a dialogue with each other to bring their internecine conflict to an end. Fighting broke out weeks ago between the National Liberation Army (ELN) and its smaller rival, the Popular Revolutionary Army (EPL). William Villamizar, governor of Norte de Santander department, has declared a state of emergency over the violence, which he said has displaced some 1,000 families. Peruvian left bids farewell to Genaro Ledesma

Genaro Ledesma, a campesino leader and later congressmember who was one of the most respected figures on Peru's political left, died April 1 at the age of 86. He was first elected to Congress in 1963 while imprisoned in connection with peasant protests in his home province of Cerro de Pasco. He was again imprisoned and exiled under later military dictatorships, but returned to Peru with the restoration of democracy in 1979 to help draft the country's new constitution. Ledesma served in the Senate from 1980 to 1990, and continued to work for unity of Peru's democratic left in the polarized years of the Sendero Luminoso insurgency and Alberto Fujimori dictatorship.  (Photo via Facebook)

Oil contracts at issue in Peru political scandal

Seemingly irregular oil contracts have emerged as a factor in the ongoing political scandal that last week brought down Peru's president Pedro Pablo Kuczynski. Following accusations from left-opposition congressmembers, state agency PeruPetro admitted that hours before leaving office, Kuczynski had issued a Supreme Decree initiating the process of approving five offshore oil concessions with a private company—but without the involvement of PeruPetro in vetting the contracts, as required by law. Plunging potato prices provoke protests in Peru

Potato farmers across Peru's sierras blocked roads with their tractors and trucks for weeks, demanding a subsidized distribution system for the staple crop in the face of plummeting prices. The National Commission of Potato Producers (Conapropa) struck a deal with the government, but wildcat protests continued in Huancavelica, Huánuco, Junín, Ayacucho and Arequipa regions. Finally, farmers advanced on Lima in a cross-country motorcade. This forced Conapropa leader Fernando Gutiérrez back to the table, meeting with Agriculture Minister José Arista to strike a better deal. Huancavelica regional governor Glodoaldo Álvarez denied government claims of over-production by farmers, and pointed to massive imports since the 2009 Free Trade Agreement with the US. Peru: mass protest against political class

Thousands of protesters took to the streets of Lima after Peru's scandal-embattled president Pedro Pablo Kuczynski announced his resignation. Clashes were reported in the city's downtown Plaza San Martín, with tear-gas used and several injured. The resignation came after months of political machinations in Peru's congress had put off Kuczynski's ouster, and the ire of the demonstrators was directed not just at the disgraced "PPK," but Peru's entire political class. The left opposition and trade unions are calling for a constituent assembly to "refound the country and devolve power to the people." US approves new Colombia aid —amid para terror

The US Congress approved a $390 million aid package for Colombia, despite efforts by President Trump to have it slashed. The package includes large sums slated for human rights training and aid to the displaced, with some advocates hailing it as a boost to Colombia's peace process. But despite moves toward peace, paramilitary terror against peasant and indigenous communities continues across the country. Bogotá's central Plaza Bolívar has seen an ongoing protest vigil against the wave of assassinations, demanding that measures against the paramilitary networks be included as part of the peace process. The International Court of Justice has meanwhile opened an investigation into several Colombian military officers and generals over thousands of extrajudicial executions. Colombia: will ‘peace’ escalate resource wars?

Colombian authorities are clearly hoping that a return to stability following the peace pact with the FARC rebels will mean more international investment, and especially for the resource sector. But hydro-electric, fracking and mineral projects across the country are already meeting with peasant resistance—prompting state security forces to respond with repression.

Colombia: rural violence persists despite ‘peace’

Colombia's peace process continues to advance, with institutional mechanisms for a post-war order falling into place. But violence in the countryside across Colombia remains at an alarming level, as social leaders are targeted for assassination by paramilitary factions. The ELN guerilla organization—which, unlike the FARC, remains in arms—released a statement noting that January had seen an assassination every day across the country, and charged that rightist paramilitary networks are carrying out a "systematic genocide."
