The US House of Representatives passed Joint Resolution 37, calling for the withdrawal of US armed forces from hostilities in the Republic of Yemen. The resolution states that only Congress has the authority to declare war, and notes that Congress has not made any declaration of war against the Houthi rebels in Yemen, who are the target of Saudi-led forces. US armed forces have supported Saudi Arabia through aerial targeting assistance, intelligence sharing, and mid-flight aerial refueling. The resolution gives President Trump 30 days to withdraw forces from hostilities in or affecting Yemen. Forces which are involved in operations directed at al-Qaeda in the region are exempt from the resolution. The resolution also does not restrict the sharing of intelligence. Following the announcement of a US withdrawal of its troops embedded with Kurdish forces in Syria, the Kurds are again making overtures for a separate peace with the Assad regime. Kurdish fighters of the People's Protection Units (YPG) are reported to have turned over the flashpoint town of Manbij to regime forces—marking the first time that the Assad regime's flag has flown over the northern town for more than six years. "The aim is to ward off a Turkish offensive," said Ilham Ahmed, an official of the Kurdish autonomous administration. "If the Turks' excuse is the [YPG], they will leave their posts to the government." However, a Kurdish deal with Assad could cement the split between the Syrian rebels and the YPG, and holds risk of opening an Arab-Kurdish ethnic war in northern Syria. (Photo via Kurdistan24)
Guatemala’s special anti-corruption Court for High Risk Crimes sentenced former vice president Roxana Baldetti to prison for 15 years and six months for her role in the so-called "Magic Water" scandal. The case concerned the awarding of an $18 million dollar contract to decontaminate Lake Amatitlán, an important water source for peasant communities. The contract went to Israeli firm M. Tarcic Engineering Ltd, which claimed it had a "special formula" that could clean the lake within months. An investigation revealed that the "formula" consisted of water, salt and chlorine. The Authority for the Sustainable Management of Lake Amatitlán (AMSA), establsihed to oversee the clean-up, documented illegal dumping of agricultural and municipal waste into the Río Villalobos, which empties into the lake. The State of Palestine filed a complaint with the International Court of Justice (ICJ) challenging the relocation of the US embassy from Tel Aviv to Jerusalem as a breach of international diplomatic law. In support of its claim, Palestine directed the ICJ to multiple UN General Assembly and Security Council resolutions affirming the special international regime that applies to Jerusalem and calling on member states to refrain from recognizing Jerusalem as Israeli territory. Palestine also argued that establishment of an embassy to Israel in Jerusalem violates provisions of the Vienna Convention on Diplomatic Relations governing activities in the "receiving state." The White House announced that the US will consider imposing sanctions against the International Criminal Court (ICC) judges and prosecutors if the ICC opens an investigation into the actions of United States service members and intelligence personnel in Afghanistan. The Chief Prosecutor of the ICC requested an investigation in November 2017 into alleged war crimes committed by the US in Afghanistan since May 2003, in addition to actions taken by the Afghan National Security Forces, the Taliban and the Haqqani network. In addition to sanctions, the US will also consider seeking to have the ICC's powers restricted by the UN Security Council. As the Assad regime, backed by Russian air-strikes, opens its offensive on the Free Syrian Army's Southern Front in Daraa governorate—and towns start to fall to pro-regime forces, with thousands fleeing their homes in fear of reprisals—the White House has issued a statement to the rebels, warning, "[Y]ou should not base your decisions on the assumption or expectation of a military intervention by us." This despite Washington's earlier warning to Assad and Putin that any violation of the so-called “de-escalation zones” would have "serious repercussions." Not surprisingly, this betrayal comes just as Trump reportedly told Jordan's King Abdullah II at the White House that he is seeking a deal with Putin on terms for a withdrawal of remaining US forces from Syria. The US has long been constraining the rebel forces from fighting Assad as a condition of receiving aid, insisting they fight only ISIS and other jihadists. The UN Human Rights Council passed a resolution to send an independent commission of inquiry to investigate "all violations of international humanitarian law and international human rights law in the context of large-scale civilian protests in the occupied Palestinian territory." The Council "condemned the disproportionate and indiscriminate use of force by the Israeli occupying forces against Palestinian civilians, including in the context of peaceful protests, particularly in the Gaza Strip." After all the talk we've heard in recent years about how depressed oil prices are now permanent, in the wake of Trump's announced withdrawal from the Iran nuclear deal Bank of America is predicting that the price of Brent crude could go as high as the once-dreaded $100 per barrel in 2019. The report also cited collapsing production in Venezuela due to the crisis there. Brent prices have risen above $77 per barrel since Trump's announcement. Prices have jumped more than 8% over the past month and 15% since the beginning of the year. According to the analysis, investors fear that renewed sanctions on Iran could lead to supply disruptions. Although the report failed to mention it, the Israeli air-strikes on Iranian targets in Syria have doubtless contributed to the jitters. (Photo: Shana)
International Criminal Court chief prosecutor Fatou Bensouda called for an end to the violence along the border of the Gaza Strip, and raised the possibility of ICC prosecutions against Israel and Hamas. In her statement, Bensouda cautioned about the "deteriorating situation" that has engulfed the region. Bensouda reminded both parties that her office is in the midst of a preliminary investigation into allegations of war crimes, which has been ongoing since 2015 when Palestine was admitted as a member of the court. While Israel is not a member of the court, Israeli citizens who commit war-crimes or crimes against humanity on the territory of a member could fall under the jurisdiction of the ICC.
