Colombian authorities are clearly hoping that a return to stability following the peace pact with the FARC rebels will mean more international investment, and especially for the resource sector. But hydro-electric, fracking and mineral projects across the country are already meeting with peasant resistance—prompting state security forces to respond with repression.
Colombia's peace process continues to advance, with institutional mechanisms for a post-war order falling into place. But violence in the countryside across Colombia remains at an alarming level, as social leaders are targeted for assassination by paramilitary factions. The ELN guerilla organization—which, unlike the FARC, remains in arms—released a statement noting that January had seen an assassination every day across the country, and charged that rightist paramilitary networks are carrying out a "systematic genocide."
Four armed men attacked the cabildo (town hall) in the indigenous reserve of Pioyá in Colombia's Cauca department, killing Eider Campo Hurtado, a young activist with local media collective Pelsxhab Stéreo. Pioyá's Indigenous Guard mobilized in response to the attack, and apprehended four men said to be members of a renegade FARC faction that has refused to lay down arms and abide by the peace accords. The four are being held by Pioyá indigenous authorities; it is unclear if they will be turned over to state security forces.
Colombia's ELN guerillas carried out a string of attacks in a new offensive aimed at shutting down the South American country, mostly targeting transportation infrastructure. The four-day "armed strike" was called weeks after a ceasefire broke down and days after the government suspended peace talks with the ELN. Bogotá has responded to the campaign by issuing arrest warants for ELN leaders, including two top negotiators at the suspended Quito talks. The new violence has also occasioned the latest inflammation of Colombia's ongoing tensions with Venezuela, as Bogotá's defense minister Luis Carlos Villegas charged migrants from the neighboring country with involvement in the ELN attacks. Colombia's former FARC rebels, now organized as a political party, announced that they will suspend their campaign for the first elections since their demobilization last year. The FARC—their acronym now standing for the Alternative Revolutionary Force of the People—cited a lack of security for their candidates, campaign workers and followers. Campaign workers in several cities have received death threats, according to the FARC statement. The United Nations condemned the assassination of two demobilized FARC members at an election campaign rally in the central plaza of Peque, a town in Colombia's Antioquia department. The UN Verification Mission noted that this was the first deadly attack within the framework of the 2018 electoral process, in which the FARC is participating as a newly formed political party. According to a December report by the UN mission, 36 demobilized FARC fighters and 13 of their family members have been killed in reprisal attacks since the peace deal with the government took effect in late 2016. Colombia’s government is under pressure from both the United Nations and impacted communities in the conflict zones to rebuild a ceasefire with the ELN guerillas and return to the dialogue table. As a 100-day ceasefire ran out, ELN fighters attacked the Caño Limón oil pipeline, forcing a suspension of pumping operations. The guerillas also attacked a military base in Arauca department. President Juan Manuel Santos responded by recalling his peace negotiator from Quito, where a fifth round of talks with the ELN was set to begin. The Arab Organisation for Human Rights in the UK (AOHR-UK) called for the International Criminal Court to investigate allegations of war crimes in Yemen by the United Arab Emirates (UAE), especially concerning the recruiting of foreign nationals to serve in an army of mercenaries. AOHR-UK alleges that the mercenaries began work under contract to the UAE in March 2015 and have conducted military operations in Yemen, in addition to supervising secret prisons in which Yemeni citizens have been subjected to torture.
Some 15 civilians were killed and more than 50 were injured when Colombian security forces opened fire during coca eradication operations in a hotly contested incident at a village in the southern region of Nariño. The National Coordinator of Coca, Opium and Marijuana Producers (COCCAM) refutes the authorities' claim that renegade FARC rebels attacked the eradication patrol with improvised explosive devices.
Francisco Javier Ricaurte Gómez, one of the most powerful men in Colombia's justice system for the past 15 years, is now the first former chief magistrate of the country's Supreme Court to go to prison. He is the most senior of several top judges and judicial officials convicted in accepting bribes to pervert criminal cases related to paramilitary activity and illegal resource exploitation.
Colombia's National Liberation Army (ELN), having just concluded a ceasefire with the government, has passed on a letter from the Popular Revolutionary Army (EPL) to President Juan Manuel Santos, proposing a similar peace dialogue. Among conditions for peace, the letter lists an internationally monitored ceasefire, an end to government bombardment of guerilla zones, demilitarization of the countryside, and dismantling of the feared National Police anti-riot squad.
