EU complicity seen in DR Congo atrocities

Human Rights Watch (HRW) reported Jan. 17 that the European Union's insufficient action regarding Rwanda's support of the M23 rebels has exacerbated the violence and atrocities in the eastern Democratic Republic of Congo (DRC).

On Feb. 13, the European Parliament adopted a resolution urging the EU to freeze direct budget support to Rwanda until it ceases backing the Tutsi-led M23 rebels and permits humanitarian access in rebel-held territory of the DRC. The resolution also recommended suspending agreements related to Rwandan strategic minerals until Rwanda halts its interference in Congo. However, this resolution is non-binding, and the European Commission has not enforced these recommendations.

Chaos in Congo as M23 seize Goma

In a dramatic escalation of the ongoing conflict in eastern Democratic Republic of Congo (DRC), the M23 rebels on Jan. 26 seized Goma, the capital of North Kivu province on the Rwandan border. The UN Security Council held an emergency meeting to discuss the situation, with the DRC accusing Rwanda of sending hundreds of troops across the border to support the M23. The DRC is caling for an arms embargo on Rwanda, and sanctions on its mineral exports.

2023: ‘bonkers year’ for global climate

Records were once again broken last year for greenhouse gas levels, surface temperatures, ocean heat and acidification, sea level rise, and retreat of glaciers, according to a new global report issued by the World Meteorological Organization (WMO) March 19. The WMO State of the Global Climate 2023 report finds that on an average day that year, nearly one third of the ocean surface was gripped by a marine heatwave, harming vital ecosystems and food systems—far beyond the already inflated levels seen in recent years. Antarctic sea ice reached its lowest extent on record—at one million square kilometers below the previous record year of 2022, an area equivalent to the size of France and Germany combined. Observed concentrations of the three main greenhouse gases—carbon dioxide, methane, and nitrous oxide—reached record levels in 2022 and continued to increase in 2023, preliminary data shows. East African troops deploy against M23 in Congo

Kenya is set to deploy a battalion of soldiers to eastern Democratic Republic of Congo as part of a regional military response to advancing M23 rebels. Kenya will command the new East African force, which will include troops from Burundi, South Sudan and Uganda. A notable absentee from this intervention will be Rwanda: Congo accuses Kigali of supporting M23, and tensions are soaring. In the past weeks, M23 has dramatically expanded the territory it controls, forcing UN peacekeepers to abandon a strategic base at Rumangabo, and closing in on the key city of Goma. In a region with a history of foreign meddling—in which more than 120 rebel groups operate—the East African deployment is distrusted. Both Burundi and Uganda already have troops inside Congo pursuing their own interests. It remains unclear how the new East African force will be funded; how it will coordinate with UN peacekeepers (in which Kenya also has a contingent); and what its exit strategy will be. Some are urgently calling for regional dialogue as the solution to Congo's instability, fearing the military option will only make matters worse.

Olive branch as Burundi war spreads to DRC?

Burundi’s President Évariste Ndayishimiye announced that he is prepared to negotiate with the country’s two main rebel groups, should they reach out to his government. But it’s unclear if the rebels will do that, given ongoing operations against them. The National Liberation Forces (FNL) and the Resistance Movement for Rule of Law in Burundi (RED-Tabara) both have bases in the neighboring Democratic Republic of the Congo. The latter, the stronger of the two, has conducted a string of attacks in Burundi since 2015—the year disputed elections triggered waves of political violence. Reports suggest significant numbers of Burundian troops have crossed into the DRC in recent months to track down RED-Tabara fighters. The group is one of a number of foreign rebel movements in DRC, where nearly three million people were displaced last year. The political heat is rising in Somalia over the determination of President Mohamed Abdullahi Mohamed, known as Farmajo, to cling to power despite his term having ended in February. He’s embraced a decision by the lower house of the Federal Parliament to extend his (and their) stay in office for an extra two years, to allow the running of delayed elections. The move was rejected by the Senate as “unconstitutional. The Senate called on Farmajo to rejoin UN-led talks—which he has rejected. As the crisis deepens, there are reports of a troop build-up in the capital and the fragmentation of the security forces. Yet this political tussle is being played out in the Mogadishu bubble. In the countryside, where the government holds little sway, a new drought emergency is underway. Almost 40,000 people have been forced from their homes in the first three months of the year due to poor rains, joining the 1.3 million displaced in 2020 by combined humanitarian disasters. Refugee resettlement hits 10-year low

Some 50,000 to 60,000 people fleeing war and persecution will start a new life and be on track for a new passport in 2018, but it will be the fewest number of refugees resettled globally any year since 2007, UN figures show. The drop is mainly due to President Donald Trump’s administration slashing the US quota. The United States took in 68% of the 770,000 refugees permanently resettled in the last 10 years, according to the UN—an average of about 51,000 per year. But, this calendar year, fewer than 10,000 had made the journey to the United States by the end of July.
