Members of HK Tiananmen vigil group arrested

Four key members of the Hong Kong Alliance in Support of Patriotic Democratic Movements of China, the group behind the city’s annual Tiananmen Massacre vigil, were arrested in an early-morning raid on the June 4 Memorial Museum. The arrests came the morning after the activists publicly refused a police demand for information as part of a “national security” probe into the 32-year-old group. Police confirmed the arrests, saying the four are being held for failing to comply with Article 43 of the National Security Law, which compels cooperation with investigations. The police had requested information from the group in a letter in late August under provisions of Article 43. Hong Kong: will protests spread to mainland?

Protesters are rejecting what they call Hong Kong Chief Executive Carrie Lam’s “fake concession,” with the demonstrations now in their fourteenth week. Contrary to widespread media reports, Lam’s supposed “withdrawal” of the extradition bill is actually only a promise to withdraw it when the Legislative Council reconvenes—with no date yet set. Lam refused the other four demands of the current unprecedented mass movement. ChinaWorker.info, a Hong Kong-based website that supports independent labor struggles in China and is now supporting the protest movement in the city, warns of an imminent escalation in repression: “What the CCP most fears is showing weakness towards Hong Kong protesters, which will damage the dictatorship’s authority and in turn inspire the mainland masses to rise up and fight, following the example of Hong Kong masses.” (Photo: ChinaWorker.info)

Colombia: will Duque resume talks with ELN?

Following up on his pledge to address the matter within 30 days of taking office, Colombia's new right-wing President Iván Duque spoke about his conditions for resuming his predecessor's peace dialogue with the National Liberation Army (ELN), the country's last significant guerilla group that remains in arms. Duque listed three conditions: the concentration of guerilla fighters in pre-determined areas (akin to the "concentration zones" used in the FARC demobilization), the liberation of all captives held by the guerillas, and a firm time-table for the dialogue process. The president spoke days after the ELN freed three soldiers who had been taken captive the same week Duque was inaugurated last month in Arauca department. Colombia: government seeks to restrict ‘consultas’

Community leaders throughout Colombia have spoken out against a proposal by the central government to limit the power of consultas populares, or popular referenda, to bar oil and mineral projects at the municipal level. Some are questioning the constitutionality of the government's plan to "fast track" a sweeping reform of the Organic Law of Territorial Ordering (LOOT) that would strip municipalities of the ability to restrict subsoil exploitation.
