Oaxaca: Ruiz to face federal charges?

Enough evidence exists to put Oaxaca Gov. Ulises Ruiz and three top federal officials on trial for rights abuses, according to a report released Wednesday by the president of the Senate Human Rights Committee. Sen. Rosario Ibarra said the toll in Oaxaca since June 14 – which she put at 15 dead, 98 disappeared, 109 injured and 93 detained – reveals widespread illegality on the part of state and federal officials.

The Labor Party [PT] member called for the Chamber of Deputies to initiate quickly a political trial of Ruiz. She also urged the Senate to summon for testimony federal Interior Secretary Carlos Abascal, Public Security Secretary Eduardo Medina Mora, and Attorney General Daniel Cabeza de Vaca.

In addition to Ruiz, she said, evidence exists for a political trial of Abascal, Medina Mora, and Gen. Arnaldo Vargas, who she said carried out the Federal Preventive Police operation in Oaxaca beginning Oct. 29, during which many of the rights abuses occurred.

Ibarra’s report also called for the immediate withdrawal of federal forces from the state of Oaxaca.
