Türk stated that the legislation is “inconsistent with Israel’s obligations” under the International Covenant on Civil & Political Rights (ICCPR). He also raised concerns over the “introduction of mandatory death sentences, which leave no discretion to the courts, and violate the right to life.”

The rights chief asserted that Israel has frequently violated the fair trial protections enshrined in the Fourth Geneva Convention for Palestinians in the West Bank or Gaza, adding that this “amounts to a war crime.”

Finally, Türk criticized the legislation’s “effect of applying the death penalty retroactively to those convicted of killings related to the horrific attacks on 7 October 2023, in violation of the principle of legality enshrined in international law.” Article 6(2) of the ICCPR states that a death sentence may be imposed only “in accordance with the law in force at the time of the commission of the crime.”

On Nov. 10, the Knesset plenum approved in its first reading Penal Law Bill (Amendment No. 159) (Death Penalty for Terrorists) 2025, sponsored by Otzma Yehudit MK Limor Son Har-Melech. It includes a proposed amendment to the military law governing the occupied West Bank that would require military courts to impose mandatory death sentences for all convictions for intentional killing in the territory. Additionally, the legislation would amend the Israeli Penal Law to introduce the death penalty for the intentional killing of Israelis in an “act of terror.”

An Israel Prison Service guard is to administer the death penalty through gunshot, electric chair, hanging or lethal injection. This last method especially is thought by many scholars to violate international prohibitions on the use of torture.

Despite Israel’s 1991 ratification of the UN Convention against Torture, the nation has not yet codified a domestic statute that defines or criminalizes torture.

Note: Lawmakers from the far-right Otzma Yehudit (Jewish Power) party wore noose-shaped lapel pins during a Dec. 8 committee meeting on the bill. The golden-colored pins were consciously reminiscent of the yellow ribbons worn by many Israeli politicians and officials to show solidarity with hostages taken by Hamas on Oct. 7, 2023. The nooses were meant to symbolize the lawmakers’ “commitment to the demand for the death penalty for terrorists” and send “a clear message that terrorists are deserving of death,” National Security Minister Itamar Ben Gvir‘s office said in a statement.

Ben Gvir heads Otzma Yehudit, which is leading the effort to pass the bill. Currently, capital punishment in Israel is reserved for extremely rare cases, and has only been used a single time in the country’s history: the 1962 hanging of Nazi officer Adolf Eichmann. (ToI)

(Photo via Border Report)]]> A coalition of civil and human rights organizations is calling for the closure of a massive immigration detention facility at Fort Bliss, Texas, alleging guards have beaten detainees and threatened violence, criminal charges and imprisonment in attempts to coerce even non-Mexican migrants into crossing the border into Mexico.

The groups, including the ACLU and Human Rights Watch, sent a letter Dec. 8 to federal officials detailing the allegations based on interviews with more than 45 detainees. They describe guards using physical force, including abusive sexual contact, against immigrants who refused third-country deportations.

The letter also alleges detainees face insufficient food, medical neglect, squalid conditions with sewage flooding living areas, and weeks without outdoor access.

The tent facility, erected months ago on a former Japanese American internment camp site within the Fort Bliss complex, dubbed “Camp East Montana,” currently holds over 2,700 people. An internal inspection by Immigration & Customs Enforcement (ICE) in September found at least 60 violations of federal standards within its first 50 days of operation, according to the human rights groups.

Last month, Democratic Rep. Veronica Escobar of Texas protested that detainees at the camp were receiving foul-tasting water and rotten food.

Note: A Guatemalan immigrant held at Camp East Montana died last week in an El Paso hospital. Francisco Gaspar Andres, 48, was pronounced dead on Dec. 3, an ICE news release stated. The official cause of death is pending, but officials state it was likely because of “natural liver and kidney failure.” (El Paso Times)

(Image: Wikipedia)]]> French President Emmanuel Macron sent a letter to Cameroonian President Paul Biya, dated July 30 but released this week, in which he officially acknowledged his country’s use of repressive violence before, during, and after Cameroon’s war of independence.

Macron stated that the historians of the Franco-Cameroonian Commission studied the war that began in 1956, finding that colonial authorities and the French army deliberately used repressive violence against the Cameroonian population. He added that the war continued after Cameroonian independence in 1960, with France supporting state repression in a post-independence power struggle that lasted through 1971.

Macron pledged to open France’s archives and declassify documents pertaining to French actions in Cameroon; however, he did not apologize, nor did he mention any further steps toward reconciliation.

The letter follows release of the report by the Franco-Cameroonian Commission, which traced the history of violence in Cameroon from 1945 to 1971. The commission was initiated by Macron following a trip to Cameroon in 2022. The report found France responsible for numerous atrocities, including sending hundreds of thousands to internment camps and funding paramilitary death squads. Much of the repression was directed towards the Union of the Peoples of Cameroon (UPC), a left-wing political party which was the main force in the independence movement. France denounced the UPC as communist and banned the party, which forced the movement underground, thus beginning a protracted guerrilla war that ended with pro-France Ahmadou Ahidjo as the head of the newly independent state in 1960.

However, French political violence and repression against opposition groups, particularly the UPC, continued after independence. The report details France’s assassination of UPC leaders Paul Momo, Isaac Nyobè Pandjock, Jérémie Ndélélé and Félix Moumié, as well as UPC founder Ruben Um Nyobè. Nyobè preached a doctrine of non-violence, and any mention of him was banned in Cameroon until the 1990s.

The head of the Association of Cameroonian Veterans and former UPC fighter, Mathieu Njassep, said the acknowledgement is a welcome step, but urged France to go further and consider reparations.

This acknowledgment comes in sharp contrast to France’s previous denial of its atrocities during the Cameroon war, despite established historical consensus. Macron has also acknowledged French responsibility in the Rwandan Genocide, crimes committed during the Algerian War, and the 1944 Thiaroye massacre in Senegal, making the most recent acknowledgment the latest chapter in Macron’s careful and calculated moves toward admission of France’s violent colonial and neo-colonial history in Africa.

Grigory Saksonov, also known as Uncle Grisha, climbed over the Bolshoy Moskvoretsky Bridge holding the sign and clad in wetsuit before lowering himself into the water below with a rope. He was pulled out of the river by police and taken away in an ambulance. Saksonov, who has been arrested before in actions in support of late opposition leader Alexei Navalny and had maintained a citizen’s memorial on the bridge for slain opposition politician Boris Nemtsov, faces charges of “taking part in an unauthorized action” and “disobeying a police officer.” (Novaya Gazeta)

Saksonov’s action came three days before Vladimir Putin presided over the 80th anniversary Victory Day parade in Red Square, a massive spectacle marking the Soviet Union’s defeat of Nazi Germany in World War II, attended by the leaders of several of Russia’s allied states. (The Moscow Times, TMT)

In Warsaw, Russian ambassador Sergei Andreyev was met with protesters on Victory Day as he made his way to lay wreaths at a monument for slain Soviet soldiers. Some two dozen protesters wrapped in white sheets, their clothes and faces splattered with a red substance representing blood, lay at the foot of the monument, blocking his path. Many of the participants were Ukrainian refugees. (AFP) A group of Russian counter-protesters was also on hand, wearing St. George’s ribbons, and chanting “Glory to Russia!” (EuroMaidan)
