<p>The OLA feeds off grievances among the Oromo, Ethiopia&#8217;s largest ethnic group. They account for around 40% of the population but claim a history of oppression. Resentment has festered futher under current Prime Minister Abiy Ahmed, who is himself an Oromo.</p>
<p>The government has responded to the rebellion with a counterinsurgency offensive. The state-appointed Ethiopian Human Rights Commission has documented extrajudicial killings by government troops.</p>
<p>Ethnically based massacres are also increasing. The OLA is accused of targeting Amharas who live in Oromia, while ethnic militias from the Amhara region—which borders Oromia—have killed Oromo civilians. Many hundreds, if not thousands, have died.</p>
<p>Frustrated at the situation, Oromo lawmakers from Abiy&#8217;s ruling Prosperity Party wrote a letter last month to the prime minister’s office and the speaker of the national parliament, demanding a peace deal similar to the one in Tigray.</p>

										<content:encoded><![CDATA[<p>A joint investigation by the independent Ethiopian Human Rights Commission (<a href="https://ehrc.org/">EHRC</a>) and the UN <a href="https://www.ohchr.org/EN/pages/home.aspx">Human Rights Office</a> has found that there are reasonable grounds to believe that all parties to the conflict in Tigray have, to varying degrees, committed violations of international human rights, humanitarian and refugee law, some of which may amount to war crimes and crimes against humanity. In a <a href="https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=27756&amp;LangID=E">report</a> published Nov. 3, the Joint Investigation Team details violations and abuses including unlawful killings and extra-judicial executions, torture, sexual and gender-based violence, and forced displacement of civilians.</p>
<p>The report covers the period starting in November 2020, when the armed conflict <a href="https://countervortex.org/blog/renewed-war-in-ethiopia-draws-in-eritrea/">broke out</a> between the Ethiopian National Defense Force (ENDF), the Eritrean Defense Force (EDF), the Amhara Special Forces (ASF), the Amhara Fano and other militias on one side, and the Tigray Special Forces (TSF), Tigrayan militia and other allied groups on the other. The period studied ended in June 2021, when the Ethiopian government declared a unilateral <a href="https://countervortex.org/blog/ethiopia-ceasefire-over-humanitarian-concerns/">ceasefire</a>. <p>The ceasefire, however, has <a href="https://countervortex.org/blog/ethiopia-fears-of-tigray-conflict-spread/">broken down</a>, and the TSF and allied forces are now approaching the capital, Addis Ababa. The central government has called on civilians and military veterans in the capital to join what it now calls an &#8220;existential war.&#8221; US Secretary of State Antony Blinken in a statement called on the Tigrayan and allied forces to &#8220;immediately stop the current advance towards Addis Ababa.&#8221;</p>
<p>In a meeting in Washington DC on Nov. 5, a new rebel coalition was announced, the United Front of Ethiopian Federalist &amp; Confederalist Forces, bringing together several armed organizations &#8220;fighting against the genocidal regime in Ethiopia.&#8221; The nine constituent groups are the TSF (armed wing of the Tigray People&#8217;s Liberation Front-TPLF), the Oromo Liberation Army, the Afar Revolutionary Democratic Unity Front, the Agaw Democratic Movement, the Benishangul People&#8217;s Liberation Movement, the Gambella People&#8217;s Liberation Army, the Global Kimant People&#8217;s Rights &amp; Justice Movement, the Sidama National Liberation Front, and the Somali State Resistance. 										<content:encoded><![CDATA[<p>At least 29 were killed, including women and children, when gunmen attacked a church at Debos Kebele, a village in Horo Guduru zone of Ethiopia&#8217;s Oromia regional state on March 5. Local residents were gathered in the church to celebrate the start of the two-month Lent fast by followers of the Ethiopian Orthodox Tewahdo rite. The massacre was the bloodiest in a wave of attacks on residents of the Amhara ethnicity in the region over the past months.  The National Movement of Amhara (NaMA) blames the attacks on the rebel Oromo Liberation Army (OLA), but also accuses the central government of complicity. <p>After a long insurgency, the Oromo Liberation Front (OLF) <a href="https://countervortex.org/blog/ethiopia-in-peace-pact-wth-oromo-liberation-front/">laid down arms</a> and reorganized as a legal political party in 2018, when Abiy Ahmed, Ethiopia&#8217;s first Oromo prime minister, came to power. But one OLF commander, Kumsa Diriba AKA &#8220;Jaal Maro,&#8221; has refused to honor the peace deal and remained in arms. His faction continues to carry out attacks in the name of the OLA, which had been the armed wing of the OLF.</p>
<p>The OLA issued a statement denying responsibility for the massacre at Horo Guduru, asserting: &#8220;[W]e do not target anyone based on ethnicity or religion&#8230; [T]he vast majority of our forces in Horo Guduru are Orthodox Christians themselves. Furthermore, as stated before, our troops face stiff penalties for killing civilians; there is no tolerance for such acts.&#8221;</p>

<p>The reversal in Eritrea&#8217;s alignment has to do with the TPLF being removed from power as the <em>de facto</em> ruling party of Ethiopia in a 2018 shake-up of the coalition it had formerly led, the Ethiopian People&#8217;s Revolutionary Democratic Front (EPRDF). That shake-up brought to power Abiy Ahmed, who is of the Oromo people—Ethiopia&#8217;s largest ethnic group, but traditionally exlcuded from power. There are now disturbing reports of Tigrayans, the favored ethnicity under the TPLF, being targeted by the central government for persecution. Police reportedly visited an office of the UN World Food Program in Amhara region to request a list of ethnic Tigrayan staff members, raising fears of ethnically based sweeps.
